Ich dachte, dass ich das mal allen (ungeprüft) zur Kenntnis gebe. Wer nach Italien fliegt, sollte also bitte diesen Punkt bei der Flugvorbereitung noch mal genau prüfen.

AOPA Italy's Massimo Levi says: “How many French, German or British pilots are aware of this difference? We believe not many, which explains our concern. The situation poses difficulties not only for foreign pilots in Italy, but for Italian pilots leaving the country, who must be aware that the rest of the world does things differently.”

Der italienische Bottlang sagt dazu aber nichts. Original steht da drin:

The criteria for VFR Flights are in accordance with the ICAO recommendations...

Und unter excepetions ist auch nichts zu finden.

Habe den It. Bottlang gerade nicht zur Hand.
Wenn Italien das wirklich so verfolgt, dann ist es trotzdem ICAO-Conform. Lt. Bottlang gibt es nämlich Länder, die das anders handhaben (dürfen), also trotzdem ICAO-Recommendations folgen.
So hat auch UK z.B. noch die (alte) qudrantel rule, die aber auch immer noch zulässig ist.
